Abstract: This paper summarizes the measures taken by the European and American countries in the aspects of helicopter market development, technological innovation, product innovation, supplier system construction and industrial layout, and analyzes the advantages formed by these measures in technology, products and services.Through the analysis on the domestic helicopter market, research on the disadvantaged situation of the domestic helicopter in the market competition, the reason is the serious consequences are caused by the fact that the helicopter industry has been ignored for a long time. There are serious deficiencies in the basic technology research,key technology breakthrough, model development in series, industrialization and supporting policy. Finally, the paper proposes that top planning and design should be made and designed and overall development and layout be planned from the governmental and industrial level.
